Abstract:
The report “Digital Identity and Migration” examines how emerging digital identity systems affect migrants, refugees, and other marginalized groups. It finds that technologies such as digital wallets can improve access to essential services, documentation, and social protection. However, when systems lack adequate safeguards, accessibility, or inclusive design, they may reproduce existing inequalities and create new forms of exclusion. Drawing on case studies and fieldwork in Kenya and Germany, the report identifies a gap between policy ambitions and people’s experiences in practice. It offers evidence-based recommendations for developing digital identity systems that are accessible, secure, rights-focused, and responsive to the diverse needs of displaced and marginalized populations.
