The futures of digital democracy

Abstract:
The paper uses four realist science-fiction scenarios to explore how digitalisation might shape society and democratic governance. Drawing on the UN Strategic Foresight Guide’s Scenario Development Technique and STEEP analysis, it identifies key socio-cultural, technological, economic, environmental and political drivers of change and maps them onto a two-by-two matrix contrasting authoritarian versus democratic organisation and representative versus participatory governance. The resulting scenarios offer a critical framework for examining how digital technologies intersect with political will and socioeconomic structures to produce desirable or undesirable digital futures.
