The role of social work in digital inclusion: a systematic literature review

Abstract:
The study systematically reviews how social workers support digital inclusion, focusing on their role within community-based formal support structures. Using PRISMA, 1,110 articles were screened and 10 included, analysed through the “Resources and appropriation theory” (motivation, access, skills, use). The review finds that social workers identify exclusion indicators across all four phases, but rarely address all phases at once. They support digital inclusion both directly (helping clients, organising training and peer support) and indirectly (advocating within organisations, tackling systemic barriers). Social workers thus emerge as key actors in addressing digital exclusion linked to broader social inequalities.
