Defining digital citizenship and digital citizenship education: a Delphi study

Abstract:
The study addresses difficulties in defining digital citizenship and digital citizenship education in a rapidly changing digital context. Using a qualitative Delphi method with 23 New Zealand–based experts (with different types of expertise), it develops a definition of digital citizenship centred on considered use of technology, care for communities, and civic action. It also proposes a definition of digital citizenship education along affective, behavioural, and cognitive dimensions. These definitions acknowledge how deeply digital technologies are woven into everyday life and are intended to guide the design of more purposeful learning experiences.
