The third Digital Omnibus talk examines how the European Commission’s Digital Omnibus proposal will reshape the EU data sharing acquis. It reviews how existing instruments (Data Act, Data Governance Act, Open Data Directive, Free Flow of Non‑Personal Data Regulation) currently govern data sharing, and how the proposal seeks to simplify and consolidate them—merging and repealing some rules, narrowing business‑to‑government data sharing to public emergencies, strengthening trade secret protection, and easing requirements on data intermediation and smart contracts. Through a multi-stakeholder discussion, the event questions whether these are merely technical tweaks or substantial changes, and what they mean for legal certainty, innovation, and data subjects’ rights in the EU.
